This ruling was greeted with joy and celebration in Little Havana. Miami’s Hispanic American community came together in a moment of solidarity as it never had before. East Harlem (also known as El Barrio), on Manhattan’s Upper East Side, and Washington Heights are the two main communities of New York’s Puerto Ricans. Younger Hispanics recognize that in order to be successful in American society at large, it is important to speak English fluently. At the same time, they are proud of their Hispanic heritage and realize that Spanish is part of that heritage.
