Discontent over benefits to wives and widows arises in part from the fact that eligibility for these noncontributory benefits and the amount paid are not consistently related to current income, past earnings, or time spent out of the work force by beneficiary women.
A spouse who specializes in nonmarket production, or who finances the education of the other partner, may be said to add nonmarket income and also to contribute to the earning power of the market producer. However, no one has yet developed an objective way to evaluate the combined market and nonmarket income of such a firm, nor a way to identify the share of total income attributable to each partner. Some critics of the new home economics assert that it supports the traditional concept of the family, in which homemakers play a dependent and subservient role.
