She reminded Baldwin on 21 July 1927, ‘whether he is aware of the uneasiness which is being felt by many women that he does not propose to introduce equal franchise this autumn’. Eventually, on 12 March 1928, William Wedgwood Benn, on behalf of the government, introduced the Representation of the People (Equal Franchise Bill) to give women the vote on the same terms as men. There was little opposition to it in the House of Commons but it did not pass without comment from the more die-hard Conservatives.
Her growing belief that the slow process of Parliamentary reform only happened with united, continuous and persistent campaigning was confirmed. In November 1925, backed by Nancy Astor, Ellen introduced her first Bill: to permit more women to join the police forces. It might seem surprising that a left-winger like Ellen supported the extension of a police force but there were solid feminist reasons for her doing so – for example, the presence of women police officers was thought to make parks and public places safe for children.
Some accused Ellen of placing her career before her convictions but she denied that her departure was due to Labour Party diktats. She resigned, Ellen protested, firstly because she disliked the Communist Party’s constant and indiscriminate attacks on the Labour Party; secondly she disapproved of its rejection of Parliamentary methods; thirdly she condemned its attempt to capture the trade union movement and remodel it along Russian lines; and finally she rejected its exclusive and dictatorial methods.
