She helped establish a commission on unemployment compensation and introduced numerous highway and motor vehicle bills. She is best remembered, however, for her accomplishments on the bench. In 1950 she became the first woman to be elected to the Arizona Superior Court, in 1960 she was the first woman elected to the Arizona State Supreme Court, and she later became the first woman to serve as a chief justice of a state Supreme Court in the United States. Lockwood’s classmate in law school was another well-known Arizona politician, Nellie Trent Bush.
Between 1863 and 1910, women never represented more than 5% of the population. Only 6% of the Chinese population of Los Angeles in 1910 was female. Exclusion had been a very effective mechanism at keeping Chinese women out of the country. Japanese women were completely different demographically. The first Japanese woman, named Okei, arrived in 1869 as part of the Wakamoto Tea and Silk Farm Colony in California. The venture failed and she died, but after 1900 a stream of Japanese women arrived courtesy of photography.
