Our public services, including our public libraries are based on a completely different set of principles. Are they to be regarded as fundamental rights of citizenship and public goods, or as commodities to be distributed according to the mechanics of the market place? In an earlier volume the present author (Usherwood, 1996) identified an increasing emphasis amongst public librarians on commercial as opposed to professional values.

As a result, the researchers concluded that a person’s choice of sources might say more about their sense of engagement with a particular matter than it does about the places from which they choose to receive their information. The project went on to examine the kind of efforts people would make in order to develop a fuller understanding of issues of the day. Some respondents sought information through special interest groups, using organizations that reflect particular social, political, and ethical beliefs and concerns.

None of these appeared to fit in to neat demographic variables such as age, social class or region. The research indicated that people often use a benchmark of personal relevance and importance when assessing their scale of concerns, and the lengths to which they will go to acquire further information.
