46 Bombay’s hundreds were subdivided not into parishes but “packerys” (pakhadi). The lesser civil court was to be presided over by “country justices,” who inevitably mixed this new English law with existing Portuguese legal traditions. 47 These experiments at Bombay served as models for the Company’s other colonies. ” It did not, however, replace the existing court, in operation since the 1650s. Where the new judicature drew its authority from the Company’s royal charters and the committees’ commissions, the “choultry,” as it was known, was grounded on the rights to administer justice found in the town’s original South Indian grants.
