In the 1870s private enterprise was already sustaining much of the growth of education in Bengal. 2 By 1882 there were seventeen times as many schools, and seven times as many pupils, in Bengal as there had been in 1871. 4 The government's new policy dramatically stimulated Indian enterprise, as table 3 overleaf shows. By the time that Dufferin left India in 1888, the Indian eagerness for western schooling had made the expansion of the educational system self-generating, so that it could grow with or without government favour.
