By its terms, all of the nation's youth would be obligated to serve in one of four categories: (1) active military duty in the army or navy; (2) a uniformed but behind-the-lines corps of communications and aviation specialists; (3) a nonuniformed, noncombatant group that would serve in defense industry, and (4) an agricultural group to work in conservation of natural resources. WAR YEARS In the early fall of 1941, the Congress (by a one-vote margin in the House) voted to keep the one-year draftees in service beyond their term.
