After serving 14 years with the Navy, he was honorably discharged in 1899, in New York, to become an American citizen. By 1899, after a series of reforms and improvements to a sailor's life, 75 percent of US sailors were US citizens. Additionally, during the period from 1 8 8 0 - 9 1 , the martial music of John Philip Sousa and the Marine Corps Band played a significant part in the promotion of the new navy to the US public and the recruitment of young American men.

Under the terms of the Treaty of Paris, which ended the war between Spain and the United States on December 10, 1898, America gained possession of the Philippines, Puerto Rico, and Guam.
