Finally, instead of trying to fit women’s needs into a standard legal claim, the appeal of the participatory method was viewed as more important than getting a perfect legal document attached to the Constitution. In other words, participation was legitimated as an independent value that overshadowed the significance of achieving consensus on even controversial issues.
